What is ElevenLabs?
ElevenLabs is an AI audio platform built around synthetic speech and adjacent audio-generation workflows. The current Creative product set includes text-to-speech, speech-to-text, Voice Design, Instant Voice Cloning, Professional Voice Cloning, Voice Changer, sound effects, music, image/video-related creative tools, Studio and dubbing. ElevenLabs also has a developer platform and ElevenAgents for real-time conversational voice applications.
That breadth is useful because audio projects often span several tasks. A content creator might generate narration, design or clone a voice, add sound effects and localize a video into other languages. A developer may use the API to synthesize speech or transcribe audio inside an application. A customer-service team may build a real-time voice agent that combines speech recognition, an LLM and text-to-speech.
ElevenLabs is therefore not only a replacement for a freelance voiceover job. It is infrastructure for audio content and voice interaction. That matters because the old pricing guide still lists Starter at $5, Scale at $330 and Business at $1,320, while the current official pricing is Starter $6, Scale $299 and Business $990. We use the current vendor page and treat the older article as migration history rather than pricing authority.
We also distinguish between vendor capability claims and user experience. ElevenLabs documents the supported products, credit rules, plan limits, data controls and compliance features. The current pricing page supports dozens of languages across the main speech models and exposes different output quality, concurrency and credit economics by plan. The criticism matters too. Several Capterra reviewers mention that exact tone and emotion can require trial and error, longer generations sometimes need manual adjustment, and pronunciation or consistency can occasionally drift. G2 pricing feedback also includes complaints that credits can feel expensive for heavy use. These are not contradictions: a model can be high quality overall while still requiring editorial listening and re-generation on specific passages.
Instant and Professional Voice Cloning
ElevenLabs offers two distinct cloning approaches. Instant Voice Cloning is available from Starter and can create a usable clone from a short recording. The documentation explains that IVC does not train a dedicated new model on that voice; it infers a voice from the sample using the model's prior knowledge.
Professional Voice Cloning is more controlled and more restricted. It requires Creator or above and trains a higher-fidelity clone from more voice data. ElevenLabs says PVCs can only be made from the account holder's own voice and require verification. If another person wants to share a Professional Voice Clone, that person must create and verify it in their own account, then share access.
Current base PVC slots are one on Creator and Pro, three on Scale, ten on Business and custom on Enterprise. Free and Starter do not include PVC slots. That makes plan selection straightforward for a creator building a personal branded voice but more expensive for studios that need multiple verified professional voices.
Dubbing and localization
ElevenLabs' dubbing tools are designed to translate audio or video while preserving speaker identity, tone, pace and performance as much as possible. The current documentation says automatic dubbing supports files with up to 32 speakers and that self-serve plans allow up to three concurrent dubbing jobs, while Enterprise defaults to a higher concurrency level.
Dubbing v2 is currently labeled alpha. ElevenLabs also notes that real-time or live dubbing is not available. In the web workflow, Dubbing v2 is automatic and does not provide the same in-app editing path as the older Dubbing Studio approach. Editing and regeneration through the v2 API are currently Enterprise-only.
Pricing is usage-based by source-media minute and target language. Each additional target language is charged separately. For localization teams, that means a ten-minute source video dubbed into five languages should be budgeted as five language outputs rather than one flat ten-minute job.
Speech to Text with Scribe
ElevenLabs also competes in transcription through Scribe. The current Speech to Text page documents broad language coverage, speaker labels, word-level timestamps and real-time transcription options. The product is available from Free upward, with more credits and concurrency on higher plans.
Enterprise options extend beyond capacity. ElevenLabs supports regional data residency, Zero Retention Mode and BAAs for eligible HIPAA use cases on Enterprise. Scribe v2 Medical is described as HIPAA-eligible for Enterprise customers when a BAA is in place and the required Zero Retention configuration is enabled.
Voice Changer, sound effects and music
Voice Changer transforms recorded speech into another voice while preserving the performance structure. Sound Effects generates audio effects from prompts. Music extends the platform into generated musical output. These features make the subscription more flexible for video and media teams because the same credit ecosystem can support narration and supporting audio.
The tradeoff is shared consumption. ElevenLabs' pricing documentation says credits are shared across products. Using speech, dubbing, sound effects or another product reduces the same overall monthly balance. A creator should therefore estimate the whole audio workflow instead of treating each feature as separately “included.”
Studio and long-form production
Studio organizes longer-form audio projects. Current billing documentation lists plan-specific project limits, from a small number on Free and Starter to much higher limits on Creator, Pro, Scale and Business. Existing Studio projects are retained after a downgrade, but creation of new projects can be limited by the lower plan's quota.
For audiobook, course and long-form narration work, Studio can reduce file-management friction. It still does not remove the need for human listening, pronunciation review and editing. Long-form work is exactly where a minor pronunciation inconsistency can become expensive if discovered after a large batch has been generated.
ElevenAgents and developer workflows
ElevenAgents adds real-time conversational voice and chat. ElevenLabs currently promotes agent APIs and SDKs for web and mobile, support for multiple channels and the ability to bring or choose an LLM. The enterprise offering emphasizes high concurrency, custom SLAs, data controls and deployment options for customer-support and other operational use cases.
This is a different cost model from a fixed voiceover project because real-time conversations consume transcription, language-model and speech-generation resources continuously. Developers should use the current API calculator or agent pricing rather than extrapolating from a creator's monthly TTS minutes.
API access
Most ElevenLabs API endpoints are available across plans, including Free. Requests deduct credits according to product, model and plan. The current API pricing page exposes per-model character or minute economics and can recommend a subscription or pay-as-you-go approach for a defined workload.
For example, the current API pricing page lists model-specific text-to-speech rates and makes clear that a “credit” is not always one character. Flash and Turbo models can use fewer credits per character than older models. Teams should therefore use the current calculator with the exact model rather than estimating only from the headline monthly credit number.
Security, data residency and enterprise controls
ElevenLabs publishes a mature set of enterprise security controls. Current vendor material cites SOC 2 Type II, ISO 27001 and PCI DSS Level 1, along with additional AI/security certifications on its enterprise agent pages. Enterprise customers can use SSO with SAML 2.0 or OIDC, SCIM provisioning, role controls and custom contractual terms.
Regional data residency is available for Enterprise in the United States, European Union, India and Singapore. ElevenLabs notes that storage can be pinned to a region while some processing may still occur outside the selected location for defined support, moderation or subprocessor purposes.
Zero Retention Mode is another Enterprise feature for eligible API workflows. When enabled, specified request/response payloads are not stored long term, although it does not cover every type of data sent to ElevenLabs and it does not automatically apply to normal web-UI traffic. Healthcare buyers should also note that BAAs are only available for eligible Enterprise customers and only for specified HIPAA-eligible services and configurations.

Annual billing is currently equivalent to paying for ten months. ElevenLabs publishes monthly-equivalent annual prices of $5 for Starter, $18.33 for Creator, $82.50 for Pro, $249.17 for Scale and $825 for Business. The billing page says annual subscriptions renew automatically unless cancelled.
Paid subscription credits can roll over when the customer stays on the same paid plan. Up to two months of unused quota can be carried, so the maximum balance can reach the current month's quota plus two months of rollover. Free-plan credits do not roll over. Cancelling or downgrading causes unused subscription credits to expire at the end of the current cycle.
New self-serve subscriptions also have access to Pay As You Go credit purchases. PAYG credits last for 12 months and are separate from the monthly rollover cap. This is different from older “usage-based billing,” which ElevenLabs now describes as a legacy option for certain older or Enterprise subscriptions.
