How HighLevel pricing works
The base subscription is agency-level. Starter, Unlimited and Agency Pro all advertise unlimited contacts and unlimited users. The most important fixed-cost difference is how many client sub-accounts can be managed and what agency/API/rebilling features are enabled.
Usage-driven services sit on top of the subscription. HighLevel uses an agency wallet and other billing mechanisms for communications, AI, marketplace apps and reseller services. Some charges can be passed through to clients. Markup rights depend on plan and product.
This makes HighLevel fundamentally different from a CRM that charges only by user seat. A ten-person agency with many contacts can stay on the same base subscription, while communication and AI usage can still scale materially with client activity.

Starter is best for a single business owner, consultant or small agency that can remain within three sub-accounts. The limit matters more than user count because contacts and users themselves are not metered at the base-plan level.
Unlimited: $297 per month or $2,970 per year
Unlimited includes everything in Starter but removes the sub-account cap. It also adds Basic API access and branded desktop/custom-domain capabilities. Current pricing material also includes eligible phone/email rebilling without markup.
Annual Unlimited is $2,970. Twelve monthly payments total $3,564, giving a $594 annual difference before variable services.
This is the pivotal agency plan. If an agency expects to manage more than three clients, Unlimited's fixed base price makes marginal client-account cost much easier to forecast. However, each new client can still create separate communication, AI, hosting, app and compliance usage.
Agency Pro: $497 per month or $4,970 per year
Agency Pro adds HighLevel's SaaS business model. Current pricing includes SaaS Mode, automated sub-account creation, the ability to mark up eligible phone/email/AI rebilling, user and agent reporting and Advanced API access.

The additional $200 per month over Unlimited should be justified by revenue or operational capability. If an agency is actively selling HighLevel as a branded software subscription and earning markup on eligible usage, Agency Pro can create a direct business model. If it only needs unlimited client accounts, Unlimited may be sufficient.
Enterprise: custom pricing
HighLevel's current pricing page lists Enterprise as a custom plan for high-volume agencies and businesses. No universal numeric amount is published, so this guide does not invent one.
Enterprise buyers should request written details covering account structure, API/concurrency requirements, support, billing, migration, security documentation, custom commitments and any volume discounts on usage-driven services.
Free trial
The main current HighLevel pricing page advertises a 14-day free trial on the self-serve plans. Other campaign pages currently advertise 30-day trials. Those longer offers are promotional and should not be assumed to apply to every signup path.
At least some current HighLevel trial pages explicitly state that a credit card is required and that the selected subscription will begin automatically when the trial ends unless cancelled. Buyers should read the signup page being used rather than assuming the trial conditions from a third-party listing.
Annual billing
HighLevel's current annual base prices equal ten months of list price. Starter is $970 rather than $1,164, Unlimited $2,970 rather than $3,564, and Agency Pro $4,970 rather than $5,964.
The discount is attractive only if the agency understands its deployment model. HighLevel's Terms say fees are generally non-refundable, so annual billing should follow a successful implementation pilot rather than precede it.
AI pricing
HighLevel currently offers Pay-Per-Use AI plus two per-location AI Employee subscriptions. AI Employee Growth is $50 per enabled location per month. AI Employee Unlimited is $97 per enabled location per month.
Growth includes defined allowances across supported AI products, while Unlimited provides unlimited or increased included usage for selected features subject to fair-use controls. Agent Studio remains pay-per-use. Phone-system charges remain separate from Voice AI plan coverage.
Agency-wide budgeting requires multiplication by enabled locations. If ten clients each use AI Employee Growth, the headline AI subscription layer alone is $500 per month before any applicable overages or separate telephony costs. Agencies can use HighLevel's rebilling tools to pass eligible charges through to clients, depending on plan and configuration.
HIPAA pricing
HighLevel accounts are not HIPAA compliant by default. The optional HIPAA Compliance package currently costs $297 per month at the agency-account level and is available on all three self-serve base plans.
The package includes a Business Associate Agreement and additional controls such as ePHI encryption, audit logging and MFA enforcement. After account-level purchase, required sub-accounts still need to be enabled for HIPAA. HighLevel says the HIPAA package cannot be deactivated once purchased.
Communications and wallet charges
Email, SMS, phone, WhatsApp and other communication services can generate separate charges. Those rates can depend on carrier/provider, destination, product and HighLevel's current implementation.
Unlimited can rebill eligible phone/email costs without markup. Agency Pro can mark up eligible pass-through services. That distinction is economically important for agencies building client subscription packages.
Do not estimate communication cost from the $97/$297/$497 subscription. Use real message, call and phone-number volume from a pilot account.
Workflow premium actions
HighLevel's current workflow documentation distinguishes free/core workflow actions from premium executions. Examples can include inbound/custom webhooks, Google Sheets actions, Slack actions, marketplace apps and other supported premium integrations.
Premium actions can be charged per execution or through Workflow Pro-style bundles depending on the product. This matters for agencies building high-volume automation where thousands of “small” workflow actions run every day.
White-label and agency extras
HighLevel's pricing guide lists additional agency products beyond the base plan. One example is the white-label mobile app, currently $497 per month or $1,491 per quarter. White-label Zap service is listed at $50 per month, while Advanced Account Setup is listed at $1,000.
Those are optional, but they show why a serious agency should model a stack of HighLevel services rather than only one plan row.
True-cost scenarios
Scenario 1: small agency on Starter annually
An agency with three or fewer sub-accounts can pay $970 for the year before taxes and usage charges. The effective base subscription is about $80.83 per month. If communications and AI are minimal, base-platform cost can remain relatively predictable.
Scenario 2: growing agency on Unlimited
Unlimited costs $297 month to month or $2,970 annually. An agency with 20 active sub-accounts effectively pays $14.85 of monthly base subscription per sub-account at the monthly plan rate, before communication, AI, apps and support labor. That is why Unlimited can be attractive for multi-client agencies.
Scenario 3: Agency Pro with ten AI Growth locations
Agency Pro is $497 per month. Ten locations on AI Employee Growth add $500 in headline AI subscription fees. The combined base-plus-AI amount is already $997 per month before phone, SMS/email usage, marketplace apps, premium workflow executions or other services.
Scenario 4: HIPAA-enabled agency on Unlimited
Unlimited at $297 plus the $297 account-wide HIPAA package equals $594 per month before communications and other extras. The HIPAA package can cover multiple relevant sub-accounts once configured, which may be more economical than separate compliance tooling, but it should be evaluated against the agency's actual healthcare use case.
Cancellation and refunds
HighLevel's June 2026 Terms state that assessed fees are generally non-refundable, including subscription fees, communication surcharges and resold third-party services. There are no routine prorated credits for partially used base subscriptions.
The Terms allow customers to cancel through the account, support ticket or support phone line. HighLevel's August 2026 data-retention article says canceled agency account data is generally retained for 90 days, while some phone numbers and A2P registrations can be deleted after 14 days.
Wallet credits require attention. The Terms say a customer must request a refund of eligible remaining wallet amounts after cancellation; amounts remaining for more than 30 days after account expiration/cancellation can become HighLevel's property. Promotional credits have no cash value.
