How we researched Zoho Invoice
This is a research-based review rather than a Toollers hands-on invoicing implementation. On October 9, 2026, we rechecked Zoho's live U.S. pricing page, current usage limits, integrations, API documentation, payment-gateway behavior, customer portal, security information and current G2/Capterra evidence.
Forever-free pricing
Zoho Invoice costs $0 and Zoho describes the product as 100% free forever. There is no paid Zoho Invoice subscription tier to unlock the core feature set.
That makes the value proposition unusually simple: users do not need to compare monthly plans or decide whether a feature is worth an upgrade. Instead, the buying decision is whether Zoho Invoice's usage limits and narrower finance scope fit the business.
The 500-invoice annual limit
Zoho's current U.S. pricing page says users can create up to 500 invoices per year. Zoho also explains that annual invoice usage limits reset based on the organization's creation date.
Five hundred invoices is generous for a freelancer or low-volume service business, but it can be restrictive for agencies, contractors or subscription businesses billing many customers every month. Businesses approaching the limit should consider Zoho Billing rather than building manual workarounds.
Two-user limit
Zoho Invoice currently supports up to two users per organization.
That is enough for an owner plus an accountant or a very small billing team, but it becomes limiting as finance, operations and client-service responsibilities spread across more employees. Zoho Billing is the suggested upgrade path when additional users are required.
Two-organization limit
A single Zoho account can currently create up to two Zoho Invoice organizations for free.
This is useful for entrepreneurs running more than one small business, but accountants or operators managing many legal entities will need a broader platform.
